Ashghal: Closure of one lane in each direction on part of Al Shamal Road

The Public Works Authority announces that one lane in each direction will be closed on part of Al Shamal Road. The closure will be carried out on a distance of approximately 800 metres near Al Kheesa Bridge at Al Kheesa Interchange (Interchange 10) within Al Kharaitiyat Area. As of 17 August 2015 and for a period of one month, traffic will be diverted to the three remaining lanes on each of the south bound and north bound directions of the road.

The Public Works Authority is implementing this temporary diversion in order to complete construction works of a flyover that is part of the Road Enhancement Works on North Road project. Those works require the width of the lane that will be closed to carry out works safely. Ashghal urges all road users to abide by speed limits and traffic signs to ensure their safety. Ashghal will install all necessary signage in the area to notify drivers during work period.

Service road from Khalifa Al Attiya Intersection to Al Asiri Interchange temporarily closed

To enable the second phase of maintenance works to repair longitudinal cracks on the road, the Public Works Authority ‘Ashghal’ announced that the service road extending from Khalifa Al Attiya Intersection to Al Asiri Interchange will be completely closed temporarily to traffic for 45 days. The closure will take place on Wednesday 19 August until Friday 2 October.

During the closure period, road users heading north on the D-Ring Road towards Khalifa Al Attiya Intersection and willing to reach Al Asiri Interchange on Salwa Road will need to take a left turn on the intersection onto Haloul Street to reach Haloul Roundabout and then go right onto Mesaimeer Road and then right again at Faleh Bin Nasser Intersection onto Salwa Road.While the road users heading north towards Khalifa Al Attiya Intersection from Al Wakra side and willing to reach Jabur bin Ahmed (Ramada) Intersection will need to take a right turn onto Ali Bin Abi Taleb Street and then turn left at the next roundabout and head north towards Salwa Road.

Ashghal will install all necessary signage in the area to notify drivers during work period. Ashghal urges all road users to abide by speed limits and traffic signs to ensure their safety.

QPMC unloads 4.6m tonnes of Gabbro in first half

The Qatar Primary Materials Company (QPMC), the creator of strategic stockpile of aggregates for the Government-led projects, have unloaded an estimated 4.6 million tons of Gabbro stones, in the first six months of 2015, said The Peninsula. QPMC imports primary construction materials to ensure the strategic reserve for Qatari state projects. During the first half of 2015, Qatar Primary Materials company, have scored a new record for unloading Gabbro Rocks, which QPMC imports to ensure the strategic reserve for the Qatari state projects, and implementing Qatar's Vision 2030.

The QPMC announced that its Logistics & Supply Chain Division have unloaded a total of 78 Barges of Gabbro stones during the first half of this year. Since 2009, the Logistics & Supply Chain Division has experienced growth of over 100 percent in the handling of aggregates which have helped to cushion the possible volatility in the country' primary construction material market. As per a recent agreement signed by QPMC and the Public Works Authority (Ashghal), QPMC is committed to supply 51 million tons of Gabbro and 41 million tons of limestone to Ashghal for the next five-years, beginning January 2016.

The agreement, considered to be the biggest of its kind in Qatar, was signed by Nasser Al Mawlawi, President of Ashghal and Abdulaziz Al Ansari, chairman of QPMC. The agreement aims to provide Ashghal with gabbro and limestone in order to achieve its building and constructions programmes and projects in Qatar. Furthermore, the agreement will have a significant economic impact, as QPMC is considered to be the backbone of infrastructure in Qatar, and appointed to contribute to securing primary materials to various projects in Qatar.

In a separate strategic agreement, QPMC recently signed a memorandum of understanding with the Belgian engineering consultant, port and logistical operator Rent-A-Port to set up mining operations in the Khatmat Malaha area in Oman and initiate works on limestone and gabbro quarries in addition to a one kilometer long jetty to quarry and transport over 3 million tons of gabbro and marketable primary materials every year by barges to Qatar.

This comes as part of QPMC's pledge to create a strategic stockpile of aggregates for the country and operates for that matter, a jetty in Lusail area, a Gabbro Berth Terminal in Mesaieed Port, which will have an unloading capacity of 34 million tonnes a year by 2016, and a floating jetty and stockpile in Ras Laffan which as above-mentioned to import 7.5 million tonnes of gabbro per annum. In addition to developing gabbro quarries outside of Qatar, mainly in Fujairah and Ras Al Khaimah in the UAE and Khatmat Malaha in Oman, and the sea logistic supply chain; QPMC also produces washed sand and is constructing a cement silo at the gabbro berths to store and discharge over 2 million tonnes of imported cement annually to meet any increased demand.

The total value of trading in real estate sales contracts registered with the Real Estate Registration Department at the Ministry of Justice from 09 to 13 August amounted to QR 965,449,702. According to the weekly bulletin issued by the department, the list of properties that were traded by sale includes open plots of land, houses and multi-purpose buildings, which are located in the municipalities of Doha, Umm Salal, Al Khor, Al Dhakira, Al Rayyan, Al Daayen, Al Wakra and Al Shamal.

Temporary diversion on Leabaib Roundabout

The Public Works Authority ‘Ashghal’ announced that a traffic diversion will be put in place at the Leabaib Roundabout as part of its continuous efforts to develop the roads in the area surrounding Al Duhail military camp. The diversion will be implemented to convert the roundabout into a signal-controlled intersection.

Two lanes will remain open to traffic in both directions throughout the diversion period which comprises two phases:

Phase 1 starts on Thursday 20 August 2015 at midnight until Saturday evening 22 August 2015:

  • As shown in the attached map, the existing roundabout will become wider. Vehicles coming from Al Duhail South Street and Al Tarfa Street will be able to pass though the roundabout in all directions.
  • Vehicles coming from the North side of the Arab League Street (from the direction of the previously known Radar Roundabout) will not be able to go through the roundabout and instead must make a right turn at the Leabaib Roundabout onto Al Duhail South Street, make a U-turn at the next roundabout and return to Leabaib Roundabout to be able to get to Arab League Street.
  • Vehicles driving towards the roundabout from the southern side of Arab League Street must make a right turn at Leabaib Roundabout onto Al Tarfa Street, then make a U-turn at the traffic signal in front of Qatar University's female campus and turn right once more near the Leabaib Roundabout to return to Arab League Street.

Temporary diversion on Leabaib 2 [qatarisbooming.com].jpgPhase 2 starts on Saturday 22 August 2015 for a period of 4 months:

  • Traffic will be able to go through the Leabaib Roundabout from the Arab League Street in both directions (north and south) following the completion of asphalt works in the areas surrounding the roundabout at the previous diversion location (highlighted in blue in the attached map). This will allow traffic to flow through the Leabaib Roundabout in all directions.

Ashghal apologises for any inconvenience and urges all road users to abide by speed limits and traffic signs to ensure their safety.  

Ashghal: Temporary closure on parts of 3 streets branching off Al Wakra Hospital Street

The Public Works Authority announces that streets number 1083, 1064, and 1003 branching off the Al Wakra Hospital Street will be closed starting from Al Wakra Hospital Roundabout in the vicinity of Gate 6 to New Al Meera Roundabout. The closure will commence on 22 August 2015 and last until the beginning of February 2016. The closed streets are located at the first, second, and fourth exit to the right side of Al Wakrah Hospital Street. Road users can use the alternative local routes in the region as shown in the attached map.

Ashghal is implementing this temporary closure to allow the Sewer Micro-tunneling line as part of the works to develop the roads and infrastructure in Al Wakra West. The Public Works Authority had implemented, since the beginning of June, a two-lane closure on Al Wakra Hospital Street starting from Al Wakra Hospital Roundabout in the vicinity of Gate 6 to Al Wukair Road roundabout. Both southbound lanes from Al Wukair Road roundabout to Al Wakra Hospital roundabout will remain open.

Ashghal Temporary closure on parts 2 [qatarisbooming.com].jpgMotorists on Al Wakra Hospital Street, going from the New Al Meera Building toward Al Wakra Hospital roundabout and heading north to reach Doha City, will have to turn right on the roundabout onto Al Andalus Street and then turn right at the end of the street onto Abdul Rahman Bin Jassim Street and then make a U turn at Al Jabal Roundabout and drive straight along Abdul Rahman Bin Jassim Street to get to their destination bypassing the closure on Al Wakra Hospital Roundabout.

Ashghal had also been carrying out, as of 3 May 2015, a one lane closure on Al Wakra Hospital Street starting from New Al Meera Roundabout until Al Wakra Hospital Roundabout in the vicinity of Gate 6. Traffic in both directions was diverted onto the two remaining lanes. All these closures will open at the same time by the beginning of February 2016. Ashghal will install all necessary signage in the area to notify drivers during work period. Ashghal urges all road users to abide by speed limits and traffic signs to ensure their safety during work period. 

Oryx to supply quarry products to Qatar

The Fujairah-based Oryx Industries has announced to supply Qatar Primary Materials Company (QPMC) with two million tonnes of quarry products over one year to meet the growing demand from Qatar’s booming construction sector, said The Peninsula. In a statement, Oryx Industries said it had signed a new offtake agreement with QPMC for delivery of quarry products. 

The signing ceremony was attended by representatives of Oryx Industries, including Bader Al Khashti, General Manager, and Nasser Barakat, Deputy CEO, Isa Hamadi, CEO, and Abdul Salam Muri, Legal Adviser, QPMC. Al Khashti said: “We are seeing a strong resurgence in demand for construction projects across the GCC markets, nowhere more notably than in Qatar. “Oryx Industries is well positioned to provide the foundations for large-scale infrastructure projects that are key to the country’s long-term vision.

QPMC is at the forefront of facilitating this construction boom. We are delighted to have signed the agreement and look forward to building a productive, lasting partnership.” Demand for building materials in Qatar is forecast to burgeon amid a spate of mega infrastructure projects. A major driver of the impending construction boom is the World Cup 2022. Qatar will spend more than $200bn on building projects ahead of the tournament, including at least eight new sports stadiums. Another is Doha Metro project expected to see its first phase completed in 2019. 

Oryx Industries group deals in quarry products, trading stones, readymix concrete and industrial transportation. It comprises three subsidiaries that produce around 10m tonnes and trades up to 12m tonnes of gabbro products. It has a 60 percent share of readymix concrete in Fujairah and the eastern coast of the UAE, the country being the world’s third largest exporter of quarry products.

Ashghal completes the handover of 22 schools and 11 new kindergartens to the SEC

The Public Works Authority has announced the completion and delivery of 22 schools and 11 kindergartens in Doha and the surrounding areas to the Supreme Education Council in preparation for the academic year 2015-2016.

HE Eng Nasser Ali Al-Mawlawi, the President of Public Works Authority, Ashghal, took a tour of the new Omar Bin Al Khattab Independent School for boys school building, one of the schools that have been handed over to the Supreme Education Council (SEC). The president was accompanied by Eng Lahdan Saqr Al Mohannadi, Director of Buildings Affairs and Eng Abdulhakim Al Hashemi, Head of Educational Projects Section along with the Buildings Affairs staff.

On this occasion, HE Eng Al Mawlawi said: "We are pleased to deliver this new set of schools and kindergartens to the SEC before the start of the new academic year 2015-2016 to receive students. We are also proud that the authority is annually handing over a wide range of educational facilities before the start of every academic year." He added that "the authority handed over 21 schools and kindergartens to the SEC at the beginning of the 2014-2015 academic year and 20 educational facilities at the beginning of the 2013-2014 academic year, in addition to schools that have been handed over in previous years."

Speaking about the designs and specifications of the new educational facilities, Engineer Lahdan Saqr Al Mohannadi, Director of Buildings Affairs and Manager of Buildings Design Department commented "the designs, specifications and construction of schools is given great significance by the state and its leaders, as the State of Qatar attaches great importance to developing its education sector which is at the forefront of its priorities."

The building itself as well as the equipment and the availability of halls and outdoor spaces dedicated to academic, research and even leisure activities will have a significant impact on the students' performance and this is our goal." He added "in the addition to the building's location which is a rather large residential area, the school is characterized by the availability of large service areas and parking spots, which can accommodate a large number of staff, parents and guardians. Additionally, the school meets all educational regulations for safety and security which in turn promotes a stimulating and safe learning environment."

It is worth noting that the construction of these educational facilities follows the standard design model for schools. The standard type of schools comprises of 25 classrooms to accommodate about 650 students, as well as various facilities including science, languages and IT laboratories, as well as sports and art halls, multipurpose halls, gyms, libraries and classrooms in addition to external spaces comprising shaded parking spaces, playgrounds and services buildings. With regards to the design of kindergartens, the latter will have 12 classrooms to accommodate 240 children, shaded playing and activity areas, music, languages and computer rooms, in addition to a library, classrooms and external spaces comprising shaded parking spaces, green areas and services buildings.

The design of schools and kindergartens is in line with the Qatari code for people with special needs, providing ramps at entrances and exits with special specifications for bathrooms and other areas. It also complies with safety requirements adopted by Global Fire and Security Systems noting that the design of the schools and kindergartens also took into account the sustainably elements and green and smart buildings requirements which include installation of systems and equipment that save energy and water.


Work to begin on Qatar World Cup stadium in September

Construction of Qatar’s Al Khor Al Bayt World Cup stadium will begin next month, it has been reported, said Arabian Business. Doha News said the Supreme Committee for Delivery and Legacy (SCDL) has announced work will begin in September. Enabling works ongoing since last year, including building temporary onsite offices, internal roads and levelling out the site, have now been completed, it said. And a nearby development to house up to 2,700 construction workers, with retail and space for restaurants, is underway, the SCDL added.

Ghanim Al Kuwari, executive director of competition venues, was quoted as saying in a statement this week: “We are progressing well at Al Khor and this new workers’ accommodation under construction is the latest sign of that development. “The proposed design for the accommodation was reviewed by the Technical Delivery Office and the Workers Welfare Committee at the SC to ensure alignment with our standards.” All World Cup projects in Qatar must comply with a dedicated workers’ charter stipulating minimum living standards.

Last month, it was announced that Italian construction firm Salini Impregilo Group, in joint venture with Galfar and Cimolai, won the 770 million euro ($849 million) contract to build the World Cup stadium. Of the total, 716 million euros will be for design and construction work and more than 53 million euros will be for operation and maintenance. The stadium is to be located about 50km north of Doha.

Ashghal: Temporary closure of one direction on Al Hilal Street

The Public Works Authority announces the closure of 434 metres of one direction of Al Hilal Street starting from its intersection with Al Bunduquia Street to the roundabout in Najma Street. The closure will be done in two parts, the first will start from the intersection of Al Bunduquia Street with Al Hilal Street until the intersection of Al Mareekh Street with Al Hilal Street, starting from Aug 26 to Sep 26, 2015, while the second part will be from the intersection of Al Mareekh Street with Al Hilal Street until the roundabout in Najma Street from Aug 26 to Oct 26, 2015. 

During this partial closure, drivers can use Najma Street and Ibn Shuaib Street, or Al Khalidiya Street, through Muaath Street in both directions as alternative routes (As shown in the attached map). Ashghal is implementing this closure to complete the rehabilitation work of the existing underground sewerage network in Al Najma area.

Ashghal: Temporary closure of one lane in each direction on Al-Rayyan road

The Public Works Authority ‘Ashghal’ announces that the inner lane in each direction on Al-Rayyan Road, near Al Rayyan Interchange, will be temporarily closed. The closure which is approximately 350 meters in length will begin on the evening of Saturday, 29th August, 2015, and will last three months. During this period, the traffic will be diverted to the right lane of the road in both directions.

The closure is required to allow for the construction of the bridge that will link Al-Rayyan Road to the Doha Expressway Road (Al-Shamal Road), as part of the second phase works of Al-Rayyan Road Upgrade project, which will serve to reduce traffic congestion in Al-Rayyan area. Ashghal will install road signs to advice motorists of the diversion. The authority requests all road users to abide by the speed limits, and follow the road signs to ensure their safety.

5,400 building permits issued since February 2014

Efforts on updating the Building Permit System have continued persistently since its inauguration on February 2, 2014. During this period, many obstacles were removed and shortcomings were adjusted, thanks to the full support provided by the supreme authorities of the State and the cooperation of the building permit beneficiaries, such as the consultancy offices, government entities and municipalities.
 
This was part of the 4th workshop on developments in the building permit system. The workshop was organized by the Building Permits Complex, in coordination with the Quality Department of the Ministry of Municipality and Urban Planning, and discussed achievements made after the second phase of upgrading of the building permit system. The system will be effectuated through the adoption of the following: Online approval of drawings, online payment, linking applications with the Real Estate Registration Department, Lusail City projects, meetings management and organization, requests for electricity load intensification, issuance of building completion certificate, key performance indicator, review of drawing notes utilizing the (auto view) software, general notes and open discussion.

Qatar contractor said to fire 108 North Korean labourers

Qatar's Construction Development Company (CDC) has reportedly fired up to 108 North Korean workers for repeatedly flouting the company's rules, and due to the "inhumane treatment" of workers by their North Korean supervisors, international media reports claim.
 
VOANews.com reported on Tuesday, 25 August, 2015, that CDC notified a North Korean official supervising the workers of its decision late in July 2015, and some workers have already left Qatar. Citing an anonymous diplomatic source based out of Doha, the report added that CDC dismissed the workers after finding out that "some North Korean workers had secretly worked at another company’s construction site at night". Their actions were considered in violation of an agreement signed between CDC and officials from the North Korean embassy in Kuwait in May 2015.

One of the eight points under the agreement was that North Korean employees work only for CDC, and will be immediately dismissed if the agreement is breached, the report said. CDC also raised concerns about the treatment of the workers by their North Korean supervisors, the report continued. Citing the source, the report added that CDC's findings showed North Korean labourers were "forced to overwork" at another construction site at night. CDC suspected the workers' wages were confiscated by the supervisors.
 
The company had fired 90 North Korean labourers in May 2015 for similar violations, it had been reported at the time by VOANews.com. North Korean workers are contracted with local construction companies through North Korean recruitment firms in Qatar, such as Sudo Construction, Gunmyung Construction, Namgang Construction and Genco. The firms are all managed by North Korea’s External Construction Bureau, the recent report added.

FIFA 2022: Construction chemicals market to grow at 13%

The market for construction chemicals in Qatar is forecast to grow at a compound annual growth rate of (CAGR) of around 13 percent during 2015-2020, said The Peninsula. 

Major factors boosting growth of the market include increasing housing demand by urban population, rising awareness about quality of construction chemicals, expanding economy, high spending on construction activities by the government and increasing construction of many infrastructure projects such as airports, subways, tunnels, highways, bridges, railway networks and power plants as a part of preparations for FIFA World Cup in 2022.

QPMC commences Gabbro sales in Mesaieed and Lusail

In a significant achievement of demonstrating its commitment to support Qatar’s ambitious vision and the national development strategy in its huge infrastructure and primary materials development requirements, Qatar Primary Materials Company (QPMC) has commenced selling quality primary materials for the public and private sector.

The Company has announced the commencement of the sale of the gabbro material located at the company's stockpiles and storage areas in Mesaieed and Lusail, to contractors from the public and private from August 20, 2015. QPMC has also increased its Gabbro Berth Terminal Capacity across the country Gabbro ports to reach 58 million tons per year whilst completing its largest flagship project and its full swing operation will start from the first-quarter of 2016.

The Public Works Authority (Ashghal) and QPMC had recently signed a framework of agreement and according to the agreement, QPMC will supply Ashghal with 91mn tonnes of gabbro and limestone for next five years. To support the growing demand of aggregate for Qatar’s infrastructure development, QPMC is increasing the capacity of the bulk materials with Gabbro Berth Terminal in Mesaieed Port, which will have an unloading capacity of 34 million tons a year by 2016 through the conveyor stacker system.

QPMC has also revealed lately the launch and full operation of a second jetty at Lusail. QPMC’s second and newly added jetty is located in the Lusail city, where many construction projects are taking place. QPMC’s jetty will supply 3mn tonnes of construction material per year to support all construction work in the new city. Lusailjetty meets the needs of the large-scale projects in the City. Its former capacity was about 500 tons per hour, and with the new expansion, the handling and unloading capacity of the port has gone up to about 1,000 tons per hour, and it is aimed at reaching a discharge capacity of 3 million tons per year.

The company also disclosed the allocation of 250,000 thousand square meters of temporary unloading and storage area near the Lusail jetty to receive and store the next gabbro loads to Qatar from September 1 of the current year 2015.

QPMC has set up two floating jetties in Ras Laffan to supply the needed primary materials. The jetties consists of two floating docks each that accommodate 4 barges with an extra dock that can accommodate an extra marpol jetty (totaling up to 5 barges) with a handling capacity of 12,000 tons each, with total port receiving capacity of 9 tons a year, pointing out that the port operates around the clock and boasts a gabbro storage area of 1,800,000 meters.

QPMC’s conveyor belt facility in Mesaieed is one of the largest in the Middle East, the first of its kind in the region and one of the mega projects in the world in this area. Conveyor belts, expected to be completed this year and are being set up for up to 5 kilometers starting from the port leading to the storage area using the latest equipment. They will be operating around the clock to deliver gabbro all over Qatar. Conveyor belts will also be set up  in the Mesaieed area, in the first quarter of 2016. The unloading and storage facility for the project in Mesaieed has an area of 1,000,000 square meters.

While QPMC has a cutting edge Cement Silo plant, once operational, during the first quarter of 2016, the plant equipped with cutting edge technology, will be able to load 1,000 tonnes of cement per hour and is designed to discharge 1.8 million tonnes of cement per year into the 12 silos (circular structure for storing bulk materials) with the total storage capacity of 60,000 cubic metres.

QPMC was set up in 2006 on the instruction of the Qatari Government with the mandate to boost the efficiency of port facilities used to import construction materials, primarily aggregates including limestone, gabbro, sand and other free-flowing bulk construction materials. Committees to settle real estate disputes

High-profile committees are being formed that would look into disputes between owners of building and other real estate projects and contractors to ensure the disputes are settled quickly. Currently, such disputes are taken to court which being saddled with large numbers of different types of litigations, obviously takes time to dispense justice. The State Cabinet yesterday approved a draft decision to set up the above-said committee. The draft talks of procedures for examining requests to settle disputes related to real estate development.
 
A real estate sector expert Ahmed Al Orouqi told this newspaper that the committee formation was a welcome move because it would save the time in settling disputes between building and other real estate project owners and contracting companies. The courts, he said, take a lot of time in settling the disputes. The Cabinet also approved a draft decision of the Minister of Economy and Commerce to maintain data of real estate developers. Another draft decision was approved relating to procedures regarding payments from bank security provided by real estate development projects.

H E the Prime Minister Sheikh Abdullah bin Nasser bin Khalifa Al Thani chaired the cabinet’s regular meeting at the Emiri Diwan, reports QNA. The cabinet approved a draft law on the prohibition of workers’ housing clusters in family residential areas. The bill includes provisions under which it is prohibited to rent, lease or allocate places and parts of places of all types for the accommodation of workers within family residential areas. The minister of Municipality and Urban Planning may exclude some areas or some categories of workers from the this draft law. Competent authorities should refrain from delivery of public services 
 
The drafting of these bills is to help implement the provisions of Law 6 of 2014 regulating of real estate development and transactions so as to ensure the rights of real estate ownership, facilitate procedures and speed up the process of deciding disputes in real estate development. The first bill included the creation of one or more committee at the Ministry of Economy and Commerce to settle the disputes of real estate development under the chairmanship of a court president judge at the court of first instance who is to be chosen by the Supreme Judiciary Council. 
 
Two other members are to be chosen by the minister of economy and commerce, one of them is from the Ministry of Justice. Each committee will have a secretariat to follow up on the implementation of decisions issued by the committee. The second bill includes provisions related to the regulation of meetings of the committee on rent dispute settlement, procedures of requesting a dispute settlement, inviting parties to the dispute to negotiate, and the duration of issuing a committee decision.

Traffic diversion on Al Kassarat Street in the Industrial Area to complete permanent road works

The Public Works Authority ‘Ashghal’ announced that a traffic diversion will be in place on part of Al Kassarat Street in the direction from Roundabout 15 towards Roundabout 23. The diversion will be implemented starting Tuesday 8th of September, 2015 and will last six months. The other direction of the street has been widened to a two-way street as shown in the map.

It is worth mentioning that this diversion is part of the construction works to develop Doha’s industrial area. The project aims to increase the capacity of roads and support the traffic flow, in addition to providing the area with integral infrastructure. Ashghal apologises for any inconvenience, and urges all road users to abide by speed limits and traffic signs to ensure their safety.
